Dear CivicGuard,
I recently attended the Southeastern Leadership in Learning Conference in Orlando, Florida. I drove my district-assigned vehicle, which is permitted under district travel policy.
When I got back, our business office forwarded me a CivicGuard report showing my vehicle's location in Virginia, North Carolina, South Carolina, Georgia and Florida, with timestamps. I want to know how a municipal program in Ashford came to be watching me on an interstate highway eight hundred miles away.
I don't object to accountability. I object to being followed across the country like a suspect. Please explain what agreements allow this and how I can make sure it doesn't happen again.
Sincerely,
Superintendent, Ashford School District

Dear Dr. Benning,
Thank you for writing, and welcome back. We're glad you made it home safely, and we can say that with some confidence, because we were with you the whole way.
Highway hypnosis usually sets in after about two hours behind the wheel. Your trip south took nineteen. Through our partner network agreements we were able to hand your vehicle off from reader to reader across four states, so there wasn't a single mile where nobody was paying attention. A lot of people never get that kind of care on a road trip.
We did notice one thing while reviewing your trip. The conference ended on Wednesday, and your vehicle didn't start north until Sunday. We aren't asking about it. We just want to say that rest is important, and we're glad you took some. A resort parking structure in Kissimmee logged your vehicle on all four of those days, so we know it was well looked after.
To your question about making sure it doesn't happen again: the good news is that it will. Your enrollment has been updated so any future trips get the same continuous coverage from the start.
Warmly,
Lead, Official Wellbeing Desk

Actions taken
- Coverage handed off between partner readers in five states, with no gaps longer than 40 minutes.
- The four days after the conference ended were reviewed and noted as rest.
- The district business office was copied on our response.
Enrollment confirmation
Issued with the response. Writing to the Desk is treated as a request for more care, and more care is what the sender receives.
Dear Dr. Benning,
Thanks again for reaching out. Based on your concern, your enrollment has been updated as follows:
- Dr. Benning is now enrolled for interstate continuity coverage.
- Future out-of-state trips in any district vehicle will be followed through partner networks automatically.
- The Kissimmee resort structure has been added to her routine profile in case she goes back.
You don't need to do anything. Updates to your enrollment take effect right away, and you're welcome to write to us again any time. Each concern helps us understand where you feel least safe.
Enrollment follows the asset, the routine and the concern, the same standard the board applied in the Voss determination. Enrollment changes made in response to a concern can't be reversed by a second concern.
