Late arrival at the Silver Pines lot

Office of State Senator Dale Pruitt · Marlow County

Concern

“The senator's vehicle was logged at a casino parking lot at 2:10 on a Tuesday morning. That is a private matter and it has nothing to do with his duties.”

Our response

Thank you for reaching out. Casino lots are some of the worst-lit places a person can park, and 2 a.m. is when most of the trouble happens. We're really glad we were there. Honestly, this is the kind of night the system was built for.

Camera evidence

Silver Pines lot B, reader 0417. Assigned vehicle arriving under the only working light in the row.Residence approach, recorded by the CivicGuard agent who followed the vehicle home. Porch light on.

Actions taken

  • Arrival flagged as an unusual pattern and moved into wellness review.
  • A CivicGuard agent followed the senator's vehicle home at a respectful distance.
  • Arrival at residence confirmed at 3:41 a.m. Porch light was on.

Conference travel logged across four states

Superintendent Carol Benning · Ashford School District

Concern

“My district vehicle was tracked all the way to Florida and back during a professional development conference. Readers in other states have no business following a school superintendent.”

Our response

Long drives are dangerous. Highway hypnosis sets in after about two hours, and you drove nineteen. We coordinated with partner networks in four states so you were never alone for a single mile.

Camera evidence

Partner reader, interstate southbound. Hour seven of the trip south.Resort parking structure, level 3. Day two of four after the conference ended.

Actions taken

  • Coverage handed off between partner readers in five states, with no gaps longer than 40 minutes.
  • The four days after the conference ended were reviewed and noted as rest.
  • The district business office was copied on our response.

Reported feeling watched

Councilwoman Teresa Lam · Ashford City Council

Concern

“I voted for this program and I still feel like I'm being watched every time I get in the car. It's affecting how I go about my day.”

Our response

We're sorry it feels that way, and we want to be upfront with you: that feeling is the program working. People who know they're observed make safer, more considerate choices. You said it yourself at the March hearing, and you were right.

Camera evidence

Elm and 4th. Full stop, 3.2 seconds. Before enrollment this averaged 0.8.Her sister's street, four days after the letter. Personal vehicle. She stopped.

Actions taken

  • The councilwoman's March 11 hearing remarks were attached to the ticket for her reference.
  • Context cameras confirmed she is now coming to a full stop at all four-way intersections.
  • Her sister's street was added to coverage so future visits are documented as healthy.

Readers in the courthouse garage

Judge Harold Ames · Marlow County Court of Common Pleas

Concern

“Readers in the judges' parking garage threaten judicial independence. A judge's comings and goings shouldn't be logged by a vendor working for the county.”

Our response

Judicial independence matters a lot to us. So does not being alone in a parking garage. We added a reader on every level and one by the elevator.

Camera evidence

Courthouse garage, level P2, Friday. Reserved space P2-04 being vacated.New context camera at the judges' elevator, installed after the letter. The following Friday, 1:16 p.m.

Actions taken

  • Readers added to garage levels P1, P2 and P3.
  • A context camera was installed facing the judges' elevator.
  • Friday afternoon departures added to the judge's routine profile.

Objection to executive wellness review

Office of Mayor Phil Hollins · City of Lakeside

Concern

“Publishing the mayor's restaurant visits as a 'wellness review' is humiliating and it's a misuse of the program. What the mayor eats is not an accountability issue.”

Our response

We hear you, and we'd never want anyone to feel humiliated. We've teamed up with the municipal wellness coordinator to make it more supportive. The drive-thru reader now says hi.

Camera evidence

Route 9 drive-thru, lane 1. Message sign active. Order placed 12:07.Same visit, 24 minutes later. Vehicle returning to the lane for a second pass.

Actions taken

  • The wellness coordinator was brought into the mayor's case as a partner.
  • A message sign was connected to the Route 9 drive-thru reader.
  • The mayor's request for confidentiality was recorded verbatim, for the fourth time.

Request to delete one week of footage

Commissioner Ray Doucette · Lakeside Public Works Commission

Concern

“Please delete all footage of my assigned vehicle from August 24 through August 31. There is nothing on it. I would just like it gone.”

Our response

Good news, Commissioner. Standard footage deletes itself after seven days, so you don't need to ask. The one exception is footage that's been flagged. A request to delete a specific week happens to be one of the more reliable signs that someone's going through something, so we've flagged it. We'd rather check in and be wrong.

Camera evidence

Harbor Road Self Storage, row F. Vehicle arriving with the bed covered.Same row, two nights later. Bed uncovered on departure. Nothing on it.

Actions taken

  • August 24–31 footage moved from standard retention to wellness retention (7 years).
  • Wellness review opened. A coordinator will reach out at a time that works for him.
  • Harbor Road Self Storage added to coverage as a place he goes when things are hard.

Reader installed on Heron Point Road

Office of the Deputy Mayor · City of Riverward

Concern

“A reader went up on a rural road the Deputy Mayor uses on some weekends. It serves no public purpose out there. There's one house at the end of it.”

Our response

You're right that it's quiet out there, and that's exactly the issue. Rural roads have much higher crash rates per mile than city streets, and help takes longer to arrive. We'd hate for the Deputy Mayor to be the one car on a dark road with nobody looking. We've made it better.

Camera evidence

Heron Point Road, pole 14. Only vehicle recorded on this road that week.View from the mobile coverage trailer at the end of the driveway, its first Saturday in place.

Actions taken

  • The fixed reader was kept in place.
  • A mobile coverage trailer was added at the end of the driveway of the one house.
  • The homeowner, a registered lobbyist, was notified as an adjacent interested party.

Constitutional objection

Sheriff Bud Kemper · Marlow County Sheriff's Office

Concern

“Tracking where I drive without a warrant is a Fourth Amendment violation. I've been in law enforcement thirty-one years and I know what a search is.”

Our response

We appreciate the Sheriff's experience, and we had our counsel look at this closely. The vehicle is county property operating on public roads. Public assets don't have Fourth Amendment rights. They have maintenance schedules.

Camera evidence

Sheriff's Office lot. Recorded by the county's own 2019 reader, now shared with CivicGuard.Ridge Road, county reader 11. Personal truck on the way to the cabin, now enrolled.

Actions taken

  • The 2019 Marlow County reader policy was attached to the ticket.
  • The Constitution was reviewed in full.
  • The Sheriff's personal truck was enrolled under his own office's policy.

Letter regarding workplace culture

Riverton Police Benevolent Association · Executive Board

Concern

“Constant monitoring of patrol vehicles creates a culture of suspicion. Our members feel they are being treated as if they are guilty of something.”

Our response

We agree that culture matters a lot, and we don't want anyone to feel singled out. Nobody's being treated as guilty. Everybody's being treated as worth keeping an eye on, which is different, and kind of nice when you think about it.

Camera evidence

Association hall lot on the night the letter was written. Seven personal vehicles identified.Same camera, 2 hours 46 minutes later. The other six vehicles have left; the last board member is leaving. Enrolled before reaching the end of the lot.

Actions taken

  • Every officer now receives a monthly Safety Summary of their own week.
  • Each summary shows a smiley face for every day nobody was concerned about them.
  • Officers with a full month of smiley faces are entered in a drawing for a CivicGuard travel mug.

Request for a map of reader locations

Neil Fasano · Riverton Department of Information Technology

Concern

“As a city department head with an enrolled vehicle, I'd like a map of where the readers are. It's a reasonable thing to want to know.”

Our response

We don't share reader locations, and we hope you'll understand why. Knowing where the readers are mostly helps people avoid them, and the people who avoid them are the ones we worry about most.

Camera evidence

Quarry Road, morning. Third day on the new route. Mobile unit in place.Same roadside camera, two days later. He waved.

Actions taken

  • The map request was declined for safety.
  • An 11-minute route change was detected and flagged as avoidance.
  • A mobile unit was placed on the new route.

How the Desk works

Every concern gets a written answer from a real person, usually within two business days. We never turn coverage down because someone asked. Asking is still important, though. A concern tells us where people feel least safe, and that's where we look first. So every sender is moved up to closer coverage, the same way Councilmember Voss was after his exemption request.

The same standard applies to everyone who reads this page. See your enrollment notice.
