Riverton Police Benevolent AssociationExecutive Board

To CivicGuard Holdings and the Independent Integrity Board,

The Executive Board of the Riverton Police Benevolent Association writes on behalf of our members regarding continuous monitoring of patrol vehicles.

Our members are professionals. They are now reviewed for how long they stop for lunch, whether they use their lights, and which way they drive home. Officers report feeling that every decision they make is being second-guessed by a camera. This creates a culture of suspicion, damages morale, and treats good officers as if they were guilty of something.

We request a meeting to discuss limits on the program, including an end to reviews of meal breaks and the right of officers to see and correct their own records.

Respectfully submitted,

CivicGuard HoldingsOfficial Wellbeing Desk · Duty of Care

To the Executive Board,

Thank you for this thoughtful letter. We agree that culture matters a lot, and we don't want any officer feeling singled out.

We'd like to gently push back on one point, though. Nobody is being treated as guilty. Everybody is being treated as worth keeping an eye on. That's a different thing, and when you think about it, it's kind of nice. Most people go their whole lives without that much attention from anyone.

We also heard your request that officers be able to see their own records, and we loved it. Starting this month, every officer gets a Safety Summary of their own week, with a smiley face for every day nobody was concerned about them. Officers who get a full month of smiley faces are entered in a drawing for a CivicGuard travel mug.

About the meeting: we'd be glad to. We noticed the board already met on October 14 at the association hall, so we have a good sense of who'll be there.

Warmly,

Dana WhitcombDana Whitcomb

Dear Executive Board members,

Thanks again for reaching out. Based on your concern, your enrollment has been updated as follows:

  • All seven Executive Board members are now enrolled as culture leaders.
  • Their personal vehicles were added after appearing at the October 14 board meeting.
  • The association hall lot has been added to coverage on meeting nights.

You don't need to do anything. Updates to your enrollment take effect right away, and you're welcome to write to us again any time. Each concern helps us understand where you feel least safe.

Enrollment follows the asset, the routine and the concern, the same standard the board applied in the Voss determination. Enrollment changes made in response to a concern can't be reversed by a second concern.
